New Rules for Getting a Driver's License


ID VERIFICATION -- Each applicant must present documents that total at least six points

Each applicant must present at least one PRIMARY document and one SECONDARY document.

An applicant cannot submit more than two documents with one point value.

PRIMARY DOCUMENTS FOR U.S. CITIZENS (worth 4 points)

-- U.S. or U.S. territory birth certificate. U.S. Dept. of State birth certificate
-- U.S. adoption papers
-- U.S. passport (current or expired less than 3 years)
-- N.J. digitized driver license (current or expired less than 3 years)
-- Valid N.J. nondriver digitized identification card
-- Valid U.S. military active duty photo ID card
-- Certificate of Naturalization
-- Certificate of Citizenship


PRIMARY DOCUMENTS FOR NON-U.S. CITIZENS (worth 4 points)

-- Current Alien Registration Card with expiration date and INS or BCIS verification
-- Foreign passport with INS or BCIS verification and with record of arrival/departure
-- Refugee Travel Document
-- U.S. Re-entry Permit
-- Valid I-94 stamped "refugee," "parolee," "asylee" or "notice of action" by INS or BCIS
-- Valid I-94 with attached photo stamped with "Processed for I-551" by INS or BCIS
(worth 3 points ) -- Current photo employment authorization card that must be presented with valid Social Security card
(worth 2 points) -- Current alien registration card without expiration date and with INS or BCIS verification -- Photo temporary resident card


SECONDARY DOCUMENTS (worth 3 points)

-- Legal name change court order signed by a judge or clerk
-- Civil marriage certificate or divorce decree
-- Current U.S. military dependent card
-- U.S. military photo retiree card
-- N.J. firearm purchaser card
(worth 2 points) -- Valid U.S. government employee driver license
-- Valid U.S. government employee ID card
-- U.S. military discharge papers
-- FAA pilot license
-- U.S. school photo ID card with transcript/school records
-- U.S. college photo ID card with transcript
(worth 1 point) -- Current N.J. nondigitized photo driver license
-- Current photo driver license from another state
-- State professional license
-- N.J. public assistance card with photo
-- Social Security card
-- High school diploma or GED
-- Bank statement/record (cannot be submitted with ATM card)
-- ATM card (cannot be submitted with bank statement/record)
-- Current health insurance card or prescription card
-- Property tax statement, bill or receipt
-- High school certificate
-- Veterans Administration universal access photo ID card


PROOF OF ADDRESS Each applicant must present for inspection an acceptable proof of address document that may be:

-- A utility or credit card bill displaying applicant's name at current address, issued within last 90 days
-- A property tax bill, statement or receipt within last year
-- Any letter or correspondence received from the IRS or any state tax office within the past year
-- A high school or college report card or transcript within the last two years that must contain address
-- An original lease or rental agreement with the name of the applicant listed as the lessee or renter
-- First-class mail from any government agency with six months
-- A checking or savings account statement within 60 days
-- A certification from a parent or guardian verifying the address of an applicant under 18 years of age who doesn't have his/her own proof of address verification
